Uzbekistan Tests Sovereign-Bond-Backed Stablecoin for Payments

Uzbekistan is moving a local-currency stablecoin from concept into real-world payments. The country’s Central Bank and National Agency for Perspective Projects have launched a pilot for HUMO, a token pegged to the Uzbek soum and backed by government securities, with the experiment covering payments for goods and services as well as integration with the country’s existing financial infrastructure.

HUMO Moves Stablecoins Into Everyday Payments

HUMO Digital LLC has been admitted to Uzbekistan’s special legal regime for stable tokens with approval from the Central Bank. Under the pilot, authorities will test the full lifecycle of HUMO, including issuance, circulation and redemption.

More importantly, the experiment extends beyond trading or settlement between crypto companies. HUMO can be tested as a means of paying for goods, work and services within Uzbekistan.

The model is straightforward: one HUMO represents one Uzbek soum, while tokens are issued against collateral consisting of government securities.

That structure separates HUMO from dollar stablecoins such as USDT and USDC. It is denominated in the domestic currency and places sovereign assets behind the token rather than relying on dollar reserves held outside Uzbekistan.

It also means the pilot should not be interpreted as Uzbekistan broadly recognizing stablecoins as legal tender. HUMO is being tested inside a controlled regulatory framework, with its payment use limited to the conditions of that regime.

The Banking Connection Is the More Interesting Test

The project is not designed as a parallel crypto payment system operating outside traditional finance.

A dedicated part of the pilot will connect banking, payment-processing and blockchain infrastructure, allowing HUMO transactions to interact with existing financial rails. Licensed crypto company Asterium JSC is participating as the project’s partner and holds licenses covering crypto-depository, crypto-exchange and crypto-shop activities.

That setup gives regulators a practical question to answer: can a blockchain-based token deliver programmable and potentially faster settlement without breaking the link to regulated banking infrastructure?

For merchants and consumers, the important test is simpler. HUMO needs to work as a payment instrument without forcing users to navigate the mechanics normally associated with crypto transfers.

For banks and processors, the challenge sits behind the transaction. Token issuance, reserves, redemption and settlement need to remain synchronized so that one HUMO continues to represent one soum throughout the system.

Government Securities Put the Reserve Model Under Scrutiny

Backing HUMO with government securities gives Uzbekistan’s experiment another layer.

Instead of testing only whether consumers will use a stablecoin, regulators will examine whether the reserve supporting it remains adequate and protected as tokens move through circulation.

The Central Bank specifically lists reserve adequacy and safeguarding, transaction transparency, financial and operational risk, cybersecurity, consumer protection and anti-money-laundering compliance among the areas it will monitor.

It will also assess whether the system creates risks for monetary policy, financial stability or price stability.

Those questions become especially relevant if a soum-denominated token eventually reaches meaningful scale. A domestic stablecoin could make blockchain payments easier without introducing direct dollar exposure, but it would also create a new digital layer through which local currency circulates.

The reserve structure therefore matters as much as the blockchain.

This Is a Regulatory Sandbox, Not a Nationwide Rollout

The first stage of the experiment is scheduled to run for 12 months. It can be extended under Uzbekistan’s special legal regime, but the total period cannot exceed three years.

That gives authorities time to observe the system under actual payment conditions before deciding whether the model deserves a wider regulatory framework.

At the end of the pilot, regulators plan to evaluate the practical viability of a government-securities-backed stablecoin, identify risks and use the findings to shape future rules for digital financial instruments in Uzbekistan.

The distinction makes HUMO more interesting than another token launch. Uzbekistan is testing three pieces at once: a digital representation of its national currency, sovereign assets as the reserve, and blockchain settlement connected directly to regulated financial infrastructure.

If the model works, the result will tell regulators much more than whether people are willing to pay with a stablecoin. It will show whether tokenized money can be inserted into an existing national payment system without requiring that system to be rebuilt around crypto.
