OpenAI Funds $1M for AI Policy Projects Across Five Regions

OpenAI has announced $1 million in grant funding for 14 independent projects aimed at shaping AI policy in the so-called Intelligence Age. The initiative, which also includes $1 million in API credits, spans research and applied work across the United States, European Union, Brazil, Singapore, and South Korea. The projects focus on two critical questions: how AI can broaden economic opportunity and how societies can build resilience as AI capabilities advance.

OpenAI’s latest move builds on its April 2026 publication of Industrial Policy for the Intelligence Age, where the company emphasized the need for ambitious policy responses to ensure advanced AI benefits are widely shared. The grants are part of OpenAI’s broader policy agenda, which encourages independent organizations to test, challenge, and expand on its ideas. According to OpenAI, over 400 organizations submitted proposals, highlighting the global interest in addressing the societal impact of AI.

Key Projects Addressing Economic Opportunity

Among the initiatives funded, the American Enterprise Institute (AEI) and the Urban Institute will model scenarios of AI-driven workforce disruption, while the Centre for European Policy Studies (CEPS) will explore how AI productivity gains can be equitably distributed across Europe. The European Centre for International Political Economy (ECIPE) aims to develop a framework for broader public ownership of AI-related assets, including social wealth funds and intellectual property participation.

Other notable projects include the Abundance Institute’s state-by-state analysis of energy policy in response to data center demand and the Progressive Policy Institute’s prototype for a “livelihood insurance” system to mitigate economic shocks in AI-disrupted industries. These initiatives underscore a growing recognition that AI’s rapid deployment could exacerbate economic disparities without proactive policy intervention.

Building Societal Resilience

On the resilience front, the Institute for Security and Technology plans to develop a framework for managing risks associated with recursively self-improving AI systems. Meanwhile, Nanyang Technological University will work on privacy-preserving AI models to simulate the impact of government policies before implementation, aiming to ensure responsible use of AI in governance. South Korea’s Yonsei University will pilot AI tools to enhance legislative oversight, testing whether transparent, human-validated AI methods can improve democratic accountability.

These projects align with OpenAI’s stated belief that policy decisions should not rest solely with technology companies but should involve democratic institutions, independent researchers, and the public. This approach reflects OpenAI’s ongoing efforts to position itself as both a frontier-AI developer and a policy advocate. In recent months, OpenAI has pushed for international governance standards, incident reporting frameworks, and equity-focused AI policies.

AI adoption is accelerating globally, with OpenAI’s ChatGPT now reaching 1 billion users across income levels and demographics.
