Ethereum Foundation’s Protocol Cluster releases unified EIP tier list for Hegotá upgrade, highlighting priorities like decentralization and security.





The Ethereum Foundation’s Protocol Cluster has released a detailed breakdown of 62 Ethereum Improvement Proposals (EIPs) ahead of the anticipated Hegotá network upgrade, scheduled for 2027. This marks the first time the group has published a unified tier list, integrating feedback from nine teams and individual contributors, totaling around 60 experts. The exercise offers a transparent view into Ethereum’s technical priorities as it continues to evolve post-Merge and post-Shanghai upgrades.

At the top of the list is EIP-7805, dubbed FOCIL (Fully Optimized Consensus Inclusion Layer), which has been given an S-tier rating, signifying a “must-ship” status. FOCIL aims to decentralize transaction inclusion by reducing reliance on centralized builders. It is paired with EIP-8369, categorized as A-tier, which defines validator requirements for FOCIL eligibility. Together, these proposals are set to anchor the consensus-layer changes in Hegotá, emphasizing decentralization and security.

The tiering methodology assigns grades from S (must ship) to DFI (declined for inclusion), based on criteria such as integration complexity, technical feasibility, and alignment with Ethereum’s long-term goals. Of the 62 EIPs evaluated, two are must-ship (S-tier), 15 are expected to ship (A-tier), and 28 have been declined outright. The remaining proposals are categorized as B-tier (requiring further validation), C-tier (lower priority), or TBD, awaiting data from the Ethereum mainnet. Why Hegotá Matters

Hegotá represents Ethereum’s latest step in scaling and decentralization, building on lessons learned from prior upgrades like Shanghai and Glamsterdam. Key themes for this upgrade include reducing centralization risks in transaction inclusion, improving staking systems, and advancing cryptographic security to prepare for post-quantum cryptography (PQ) challenges. For instance, EIP-8365, an A-tier proposal, focuses on retiring vulnerable cryptographic credentials tied to earlier staking mechanisms.

The Ethereum Foundation also emphasized a deliberate “less is more” approach. Many declined EIPs were rejected to avoid bloating the upgrade with unnecessary complexity. For example, EIP-8363, which proposed a tapered issuance burn, was declined due to its scope extending beyond the technical purview of a network fork. The Foundation has deferred such critical policy discussions to broader ecosystem-wide consultations.

Implications for Ethereum and Traders

For traders and investors, the Hegotá tier list underscores Ethereum’s focus on long-term security, decentralization, and scalability. Decentralized transaction inclusion via FOCIL could reduce risks tied to builder centralization, potentially improving Ethereum’s appeal as a neutral settlement layer. Meanwhile, the prioritization of cryptographic and staking updates reflects growing concerns over network robustness in a rapidly evolving blockchain ecosystem.

ETH was trading at $2,473.34 on September 7, 2026, showing a slight 0.27% decline for the day. While the market reaction to the Hegotá roadmap has been muted, the clarity provided by the Protocol Cluster’s tier list could influence investor confidence as the upgrade approaches key milestones. Notably, the Ethereum Foundation has scheduled a Reddit AMA for September 16 at 2pm UTC to address questions and feedback from the community.

The Hegotá upgrade is expected to draw more attention as devnets begin testing the proposed changes. With the Ethereum Foundation aiming for 2027 deployment, traders should watch for progress updates, particularly on high-impact proposals like FOCIL and its associated EIPs, as well as any shifts in mainnet data that could influence TBD proposals.
