Anthropic’s AI Recommendations to the U.S. Government

In a recent submission to the Office of Science and Technology Policy (OSTP), Anthropic, an AI safety and research firm, has outlined comprehensive strategies to bolster the United States’ AI capabilities and address the economic and national security implications of advanced AI systems. The submission is a response to the White House’s request for information on an AI Action Plan, aiming to prepare the nation for the rapid advancements expected in AI technology.

Key Areas of Focus

Anthropic’s proposal highlights six critical areas: national security testing, export controls, lab security, energy infrastructure, government AI adoption, and economic impact preparation.

National Security Testing

Anthropic emphasizes the importance of robust evaluation capabilities for AI models, both domestic and foreign, to assess potential national security risks. The company recommends developing standardized assessment frameworks, secure testing infrastructures, and expert teams dedicated to analyzing vulnerabilities in AI systems.

Strengthening Export Controls

The submission advises tightening semiconductor export restrictions to ensure that the U.S. and its allies maintain control over AI infrastructure. This includes controlling H20 chips, establishing government-to-government agreements for countries hosting large chip deployments, and reducing no-license-required thresholds.

Enhancing Lab Security

As AI systems become vital strategic assets, Anthropic suggests establishing classified communication channels between AI labs and intelligence agencies, expediting security clearances for industry professionals, and developing next-generation security standards for AI infrastructure.

Scaling Energy Infrastructure

To keep pace with AI development, Anthropic recommends setting a target to build an additional 50 gigawatts of dedicated power by 2027, alongside streamlining permitting and approval processes.

Accelerating Government AI Adoption

The proposal includes conducting a government-wide inventory of workflows that could benefit from AI augmentation, with agency leaders tasked with implementing programs where AI can deliver significant public benefits.

Preparing for Economic Impacts

To ensure equitable distribution of AI benefits, Anthropic advises modernizing economic data collection mechanisms and preparing for potential large-scale economic transformations.

Future Implications

Anthropic’s CEO, Dario Amodei, anticipates the emergence of powerful AI systems by late 2026 or early 2027, with capabilities rivaling or surpassing Nobel Prize winners in various disciplines. These systems are expected to autonomously navigate digital interfaces, reason through complex tasks, and interact with the physical world via digital connections. Anthropic’s recent developments, such as the Claude 3.7 Sonnet and Claude Code, underscore the imminent arrival of these advanced AI systems.
