Vietnam Crypto Rules Go Live Sept. 1 Before First License Is Issued

Vietnam’s crypto rules will activate new penalties for market violations on Sept. 1, but the change will not immediately force domestic investors onto licensed exchanges. No platform has received a license yet, and under Vietnam’s pilot framework, the six-month transition period for investors only begins once the Ministry of Finance approves the first crypto asset service provider.

That distinction creates an unusual transition: the enforcement framework will be in place before Vietnam’s regulated exchange market is operational.

Sept. 1 Does Not Immediately End Offshore Trading

Decree No. 284/2026/ND-CP introduces administrative penalties covering unauthorized crypto services and other violations from Sept. 1.

Organizations providing crypto-related services without the required license can face fines of VND 180 million to VND 200 million. However, the deadline works differently for individual investors.

Under Resolution No. 05/2025/NQ-CP, domestic investors will be required to conduct covered crypto transactions through licensed providers six months after the Ministry of Finance issues the first license.

The transition therefore has three stages:

  • Sept. 1, 2026: The new penalty framework takes effect.
  • First exchange license: The six-month investor transition period begins.
  • Six months later: Domestic investors become subject to the requirement to trade through licensed platforms.

Because the first license has not been issued, the final deadline remains unknown.

Five Companies Have Passed the First Assessment

Vietnam is getting closer to launching its regulated exchange market. According to VietnamPlus, five companies have passed the initial assessment, but none can begin operating yet.

The applicants previously identified include VIX Crypto Asset Exchange, Loc Phat Vietnam Crypto Asset Exchange, Vietnam Prosperity Crypto Asset Exchange, Techcom Crypto Asset Exchange and Vietnam Digital Assets.

Their next hurdles are substantial.

Applicants must satisfy Level 4 information-system security requirements and maintain at least VND 10 trillion in paid-in charter capital, equivalent to approximately $383 million.

The ownership rules further narrow the field. At least 65% of capital must come from institutional shareholders, while more than 35% must be provided by at least two qualifying institutions such as banks, securities companies, insurers, fund managers or technology companies.

The requirements effectively favor large financial groups over crypto startups.

The $383 Million Requirement Could Reshape Competition

Vietnam is not simply registering existing exchanges. Its framework is designed to create a tightly controlled domestic market dominated by heavily capitalized operators.

That could improve regulatory oversight and reduce the number of platforms authorities need to supervise, but it also creates a trade-off.

High entry requirements can limit competition. A small number of licensed exchanges could initially offer fewer trading pairs and less liquidity than global platforms already serving Vietnamese traders.

That matters because Vietnam is a significant crypto market. Reuters previously reported, citing Chainalysis, that Vietnamese investors conducted more than $200 billion in crypto transactions during the 12 months through June, much of it through overseas platforms.

Moving even part of that activity onshore would require domestic exchanges to compete on more than regulatory status. Liquidity, spreads, token availability and deposit and withdrawal infrastructure will determine how smoothly investors can migrate.

Vietnam Is Using Exchanges as the Enforcement Point

The structure also explains why the first license matters so much.

Rather than attempting to eliminate offshore crypto activity immediately on Sept. 1, Vietnam is first creating regulated domestic alternatives. Once one of those platforms becomes operational, investors receive six months to transition.

Only Vietnamese enterprises satisfying the pilot requirements can become licensed crypto asset service providers under the current framework. Transactions within the regulated system are also required to use Vietnamese dong, alongside anti-money laundering, cybersecurity and data-protection requirements.

This places licensed exchanges closer to supervised financial infrastructure than ordinary crypto trading applications.

International platforms could consequently face a more difficult competitive environment once the transition expires. If they cannot participate directly in the licensing regime, domestic exchanges gain a regulatory advantage over platforms that have historically attracted Vietnamese trading activity.

The First License Starts the Real Countdown

For investors, Sept. 1 is not the most consequential date.

The first Ministry of Finance license will start the six-month countdown determining when domestic investors must shift covered trading activity to authorized platforms.

It will also test whether Vietnam’s high barriers to entry can produce exchanges capable of absorbing significant trading volume from established international competitors.

With five companies through the initial assessment, the next development to watch is therefore not another enforcement date but which applicant completes the Level 4 security and VND 10 trillion capital requirements first. That decision will effectively start the clock for Vietnam’s transition toward a domestically regulated crypto market.
